Request for Qualifications - Professional Airport Consulting Services

The Capital Region Airport Authority, Lansing, MI, (Sponsor) is accepting Requests for Qualifications from qualified firms to assist in airport development projects. Projects are anticipated to be initiated between 2015-2019.  Interested firms are requested to submit five (5) copies of a Statement of Qualifications (SOQ) no more than fifty (50) pages in length, not including cover letter, table of contents and section dividers if used to the individual listed below.  The SOQ should demonstrate the consultants’ interest in providing airport planning, architectural / engineering design, and construction administration services focused on the current Airport Capital Improvements Plans for both the Capital Region International Airport in Lansing, and the Mason Jewett Field Airport in Mason, Michigan, both of which are subject to change pending future meetings with FAA and MDOT-Aeronautics officials.  The Capital Region Airport Authority encourages and invites participation of Disadvantage Business Enterprises (DBE’s), in the performance of these services. This procurement request is a Qualification Based Selection (QBS) process, and shall conform to FAA Advisory Circular 150/5100-14D (dated September 30, 2005), and the Michigan Department of Transportation – Office of Aeronautics’ Consultant Procurement Guidelines (dated January, 2013) will be utilized to select the most qualified firm/s. Services for each project under this procurement request shall be negotiated independently.  SOQ submittals shall exclude fees or costs.  Not all of the services or development items listed in this advertisement may be contracted nor eventually required. The Sponsor reserves the right to initiate additional procurement action for any services included in this advertisement.  Projects are expected to be completed over several years, and funded in full or in part with funds and/or multiple grants or Sponsor Contracts from the Federal Aviation Administration, State of Michigan and sources of funding from the Sponsor.   The selected Firm/s shall be subject to all Federal, State, Local and Airport Authority requirements.  The Capital Region Airport Authority reserves the right to waive any or all irregularities or formalities, and to reject any or all submittals.  RFQ’s must be received by 4:00 p.m. EST, Friday, October 17, 2014, to be considered.   For a complete copy of the RFQ packet, contact Keith Kaspari, SVP&COO, Capital Region Airport Authority, 4100 Capital City Blvd., Lansing, MI  48906, 517-886-3712, or via email at KKASPARI@CRAA.COM.
