Runway 10R-28L and Taxiway B Rehabilitation, Lansing, Michigan

The Capital Region Airport Authority will receive sealed bids for the Runway 10R-28L and Taxiway B Rehabilitation project at the Capital Region International Airport, Lansing, Michigan, until 3:00 pm (local time) Thursday, May 29, 2014. Bids received after the stated time will not be accepted. Bids will be publicly opened and read aloud immediately following the time stated above in the Emergency Operations Center located on the second floor of the Terminal Building.

All bidders must be MDOT pre-qualified. The net classification required for this project is 3544 Cb. There is a five (5) percent DBE requirement for this project.

Bids shall be addressed to the Capital Region International Airport, Capital Region Airport Authority, 4100 Capital City Blvd., Lansing, Michigan 48906. Bids shall be sealed and shall have the name and address of the bidder clearly marked on the outside of the envelope. The envelope shall also be marked with the following: Runway 10R-28L and Taxiway B Rehabilitation, Lansing, Michigan. Bids must be submitted on the bid forms (provided in the proposal).

Bidders will submit a proposal guaranty in the form of a proposal bond, certified check, cashier’s check or bank money order in the amount of not less than five (5) percent of the total bid amount. The proposal guaranty will be made payable to the Capital Region Airport Authority. If the selected contractor fails to provide the required materials and/or execute the contract within twenty-eight (28) days after being furnished with the necessary contract and bond forms, the proposal guaranty will be forfeited to the Sponsor (in accordance with Section 30-07 of the General Provisions). The successful bidder will be required to furnish satisfactory 100 percent performance bond as well as labor and material bond.

No bid may be withdrawn after closing time for the receipt of proposals for a period of ninety (90) calendar days.

The Capital Region Airport Authority reserves the right to reject any and all bids, and to waive any informalities in bidding or to accept the bids or bid, should it consider same to be in its best interest.

This project is being funded in part with Federal Aviation Administration and Michigan Department of Transportation funding. All bidders are required to sign a certification that they will comply with all Federal and State non-discrimination laws and regulations. Work under this project is subject to the most recent Federal Davis-Bacon Wage Determination. All state and federal guidelines must be followed.

A pre-bid meeting is scheduled for Tuesday, May 13, 2014, at 2:00 pm local time, at the Marion “Babe” Ruth Community Room in the Terminal Building, Capital Region International Airport, Capital Region Airport Authority, Lansing, MI 48906.

 Scope of Work

The project consists of a 2-inch mill and bituminous overlay of the outer 50-foot sections of Runway 10R-28L and full 75-foot width of Taxiway B, runway saw-cut grooving, joint sealing and application of pavement markings.

The project shall be complete and ready for final inspection within fifteen (15) working days from the effective date of Notice-to-Proceed.
