CAPITAL REGION INTERNATIONAL AIRPORT MASTER PLAN UPDATE

Master Plan Purpose

The Capital Region International Airport Master Plan is prepared to provide a long-term vision for the Airport and serve as a guide for future Airport development. The Master Plan outlines demand-driven airport development plans that will accommodate future needs in a manner that is financially feasible and sensitive to the aviation, social and environmental interests of the community.

Master Plan Goals

The Airport Master Plan identified four Goal representing the Capital Region Airport Authority's strategic vision for the Airport. The four goals include:

  • Retain and expand scheduled passenger air service
  • Increase charter passenger services and activities
  • Increase the number of based corporate and general aviation aircraft and related activity
  • Increase the amount of cargo tonnage processed

Forecast

The forecasts project aviation activity for a 20-year period. These forecasts of aircraft activity and passenger use of the Airport provide a basis for determining the type, size, and timing of facility development. The forecast is defined in terms of Planning Activity Levels (PALs) that allow monitoring of activity growth to ensure facility development occurs only when needed.

Passengers using the Airport are expressed as enplanements, or passengers boarding an aircraft. Total passengers using the Airport's terminal facilities, which include boarding plus arriving passengers, are expected to increase nearly 3.4% per year, resulting in over 527,000 passengers in 2023.

Aircraft activity is expressed in operations, or landings plus takeoffs, and is segregated as commercial service, general aviation (GA) and military operations. Aircraft activity will grow at 1.8% per year, with total operations growing by over 38,000 to a total of over 131,500 annual operations in 2023.


Airport Development

The master plan defines the Airport's future facility needs based on existing facilities conditions, forecast aviation activity, and the strategic vision for the Airport. From these facility requirements, alternatives for facility development are created and evaluated to select the preferred development alternatives. The resulting needed major facility improvements and selected alternatives are listed and illustrated below.

  1. Multi-phased expansion of vehicle parking
  2. Runway 28L extension to 8,501 feet and DeWitt Road relocation.
  3. Taxiway A extension to east terminal apron
  4. Interim terminal improvements including additional passenger loading bridges, passenger security screening improvements, improved passenger circulation and concessions, and additional rental car and baggage claim facilities
  5. General aviation facility expansion, including conventional and T-hangars and access taxilanes
  6. Cargo facility expansion including aircraft parking apron expansion and additional sort facilities
  7. Additional aircraft fuel storage
  8. Airport property developed for non-aviation, revenue generating land uses
  9. Continued development of the Capital Region International Airport Business Park
  10. Close existing Runway 10L-28R for new terminal development
  11. Replacement terminal development including the terminal building, aircraft parking apron, vehicle parking, access roadways and support facilities
  12. Parallel taxiway development for new terminal access
  13. State Road improvements for new terminal access
  14. DeWitt Road improvements for new terminal access to I-69
  15. Terminal area redevelopment following opening of the replacement terminal
  16. Replacement control tower construction
  17. Runway 6-24 shift and extension to 7,785 feet
  18. New 9,001-foot long Runway 10L-28R
  19. New connector taxiway supporting new Runway 10L-28R
  20. Cargo facility or other Airport compatible land use development areas

International Port of Entry

Capital City Airport received International Port of Entry Status in January of 2008. The airport name was changed to "Capital Region International Airport" to reflect the new direction of development. A temporary U.S. Customs Federal Inspection Station was opened on June 16, 2008 to allow for general aviation, corporate aviation and air freight activities to begin using the airport while a permanent Federal Inspection Station (FIS) was designed and built. The permanent facility is in the terminal and will ultimately accommodate 200-300 passengers per hour and be open for business by June 1, 2009. The Airport Authority is also activating a Foreign Trade Zone (FTZ) covering the entire Airport and is expected to begin operations by the summer of 2009. International lines of business are expected to become common in the greater Lansing area as a result of this new development direction. The Airport has over 200 acres for immediate development and into the future.

Implementation Plan

The master plan includes guidance on development plan implementation, given the funding limitations and project sequencing challenges facing the Airport. The total cost of the 20-year development is estimated to be approximately $308 million. Under current law, specifically approved airport projects are eligible for FAA Airport Improvement Program funding (95% of the project cost). The State of Michigan, through the DOT Office of Aeronautics, also provides funding to eligible projects at public airports. Additional revenue sources could include third party funding, such as a private developer funding a project and receiving revenue from its use. Remaining project costs must be funded from local sources that may include passenger facility charges, or Capital Region Airport Authority cash or debt based funding.

A financial plan determines the Airport's ability to fund the master plan projects. Historical funding sources identify likely sources over the next 20-year period. Based on anticipated funding sources and contributions are identified:

  • Federal Aviation Administration (FAA) - $243.3 million
  • MDOT - $15.1 million
  • Third Party- $3.4 million
  • Local - $46.8 million

A financial feasibility analysis for Capital Region Airport Authority indicates that funding will likely be available to meet its future financial obligations.

Where Do We Go From Here?

The Master Plan is the first step in the airport development process. A number of subsequent activities must occur to realize the Airport Development Plan. Some of these activities will occur very quickly while others may not take place until late in the planning period, if at all. A few of the activities are described below.

  • Find the Funding - Funding sources must be identified and funding procured. This effort may include preparing and submitting grant applications, executing grant agreements, issuing bonds, FAA approval to collect passenger facility charges, or establishing agreements with third party developers.
  • Environmental Approvals - Some of the Development Plan projects must undergo environmental review. The project type and magnitude determines the level of needed environmental review. Environmental reviews of proposed airport development projects must be coordinated with and approved by the FAA.
  • Airport Layout Plan Approval - The FAA approves the Airport Layout Plan (ALP). The ALP is engineering drawings that depict the airport's current and proposed boundaries, the location and nature of existing and proposed airport facilities and structures and non-aviation areas on the airport.
  • Facility Development - Actual development or construction of projects occurs when the Capital Region Airport Authority solicits, interviews, and awards contracts to firms for services to complete the projects.
